dc.descriptionImproving the personnel management system of service enterprises is a very important topic today. The article considers the theoretical aspects of improving the personnel management system of the service enterprises. It is proved that the personnel management system is a complex of implementation of all personnel management functions. The essence of the personnel management system is revealed taking into account the specifics of the tourist product, the creation of which involves a wide participation of people in the production process. The necessity of improving the personnel management system of a tourist enterprise as a precondition for strengthening its labor potential is analyzed. The acute personnel problem of modern enterprises in the service sector is revealed. The requirements to the personnel at innovative socially-oriented type of economic development are analyzed. The mechanism and strategy of personnel management are considered. Emphasis is placed on finding the optimal relationship between the development strategy of the organization and its personnel strategy. Personnel policy is considered as an integral part of management and production policy of the service sector. Its main directions and conditions of development are determined. Understanding the goals of the enterprise, knowledge of the client, understanding the values of business, technology, the presence of a quality team of HR-department – are considered as conditions necessary for the development of personnel policy. The relationship between the main trends in environmental change (such as the growing speed of transformation, internationalization of markets, increased competition, and others) and the requirements for employees of tourism enterprises is established. Taking into account the significant impact of technological challenges and opportunities, the processes of digitalization of the economy and society, the need to introduce digital management as a conceptually new way of solving personnel issues is substantiated. The application of new digital technologies in the practice of HR management, such as integrated mobile applications, social networks, analytics and cloud technologies, will open new career opportunities, will be the basis for the implementation of the principles of behavioral economicsen

У статті розглядаються теоретичні аспекти удосконалення системи управління персоналом підприємства сфери послуг. Розкрито сутність системи управління персоналом. Проаналізовано необхідність удосконалення системи управління персоналом туристичного підприємства. Розкрито гостру кадрову проблему сучасних підприємств сфери послуг. Проаналізовано вимоги до персоналу за інноваційного соціально орієнтованого типу економічного розвитку. Розглянуто механізм та стратегію управління персоналом. Акцентовано на знаходженні оптимального співвідношення між стратегією розвитку організації та її кадровою стратегією. Розглянуто кадрову політику підприємства сфери послуг. Обґрунтовано необхідність упровадження цифрового HR–менеджменту, нових цифрових технологійuk
