Directions for the harmonization of the legal framework of Ukraine in the context of the development of inclusive higher education

Abstract

The paper outlines the key directions for harmonizing Ukraine's legal framework in order to advance inclusive higher education. It analyzes current legislative challenges and gaps, and highlights the need for alignment with international and European standards. Emphasis is placed on ensuring equal access to education, legal guarantees for students with disabilities, institutional responsibilities, and mechanisms for monitoring inclusivity in universities. The authors propose policy recommendations to enhance regulatory clarity and systemic integration of inclusive principles in the legal field of higher education.
